Hawaii: credentials and scope

Hawaii distinguishes a contracting entity's license from its Responsible Managing Employee credential. An entity must have a licensed RME; check the company and the individual relationship together.

A current personal RME record alone does not establish that the company named in the contract has the appropriate entity license and classifications. DCCA provides procedures for changes in the entity–RME relationship.

Example: If the proposed contract names an LLC but the license search finds only an individual, confirm the LLC's license and linked RME with DCCA.

Connect the entity license to its responsible managing employee
  1. Start with the legal entity named in the contract and find that entity’s contractor license. Then identify the Responsible Managing Employee (RME) relationship and classifications.
  2. If a search returns only an individual’s RME credential, ask DCCA whether that person qualifies the contracting entity. A current personal record does not establish the company’s credential by itself.
  3. When the RME or business name has changed, use DCCA’s entity–RME maintenance guidance and confirm the current relationship. Avoid relying on a certificate that predates the change.

Example: a new LLC quotes the project using its owner’s RME number. Ask for the LLC’s license and current RME linkage instead of treating the owner and company as one record.
