Pennsylvania: credentials and scope
Pennsylvania's Home Improvement Consumer Protection Act registration is separate from municipal trade licensing. The Attorney General explicitly says registration does not constitute an endorsement of a contractor's honesty or quality of work.

- Identify the municipality’s requirements for the proposed work. For a Philadelphia job, check the relevant L&I credentials; another city’s record is not evidence of Philadelphia authorization.
- Keep the state registration, local trade credential and permit inquiry as separate checklist items. Ask the contractor to identify who will do subcontracted work and resolve any mismatch with the issuing authority.
