Massachusetts: credentials and scope
Massachusetts distinguishes Home Improvement Contractor registration from a Construction Supervisor License. HIC registration and a CSL serve different purposes and are not interchangeable.
Massachusetts says the need for both depends on the scope and construction involved. A CSL involves a building-code examination; HIC registration does not. Check the relevant trade licenses separately.
Example: For a structural alteration to a home, ask which CSL holder will supervise and whether the contracting business also needs HIC registration.
Keep HIC registration and construction supervision separate
- Ask for the contracting business’s Home Improvement Contractor registration where applicable. Then determine whether the work also requires a Construction Supervisor License.
- For structural work, ask who will supervise and for that person’s CSL information. Do not substitute the business’s HIC registration for the supervisor credential or assume that a CSL automatically supplies the business registration.
- Use the homeowner resources to clarify scope, and identify separately licensed trades and local permits. Put the business, supervisor and trade responsibilities in the written proposal.
Example: a home-renovation company gives only an HIC number for an alteration affecting the structure. Ask the authority which supervision requirement applies and request the named supervisor’s credential before treating the check as complete.
