Oregon: credentials and scope

Oregon CCB licenses carry endorsements that define residential or commercial scope. A residential endorsement can cover residential and small commercial structures; it is not a blanket ban on commercial work.

The CCB endorsement chart defines small commercial by building size, leased-space size or project price. Electrical and plumbing checks also involve the Building Codes Division (BCD). Our HVAC category includes BCD limited-maintenance HVAC/R electrical credentials, not a general HVAC authorization. General and specialty endorsements also differ. Read the exact endorsement and its limits before deciding whether the project fits.

Example: For a shop renovation, give CCB the building dimensions, tenancy and contract value rather than rejecting a residential endorsement solely because the customer is a business.

Use CCB and Building Codes Division records for different questions
  1. For the contracting business, read the CCB endorsement and compare it with the building, tenancy and scope. A residential endorsement can include defined small-commercial work; the word commercial alone does not decide eligibility.
  2. For electrical and plumbing work, also check the Building Codes Division (BCD) credential. Oregon’s consumer guidance explicitly distinguishes these trade licenses from the CCB business license.
  3. Our HVAC category includes BCD limited-maintenance HVAC/R electrical credentials. Read that limited scope rather than treating a directory category as authorization for a complete mechanical installation. Ask BCD and the project’s permit office which additional credentials apply.

Example: for a shop’s HVAC replacement, list the refrigerant, electrical and other installation work separately. A limited-maintenance credential or a CCB endorsement alone does not settle who may perform every part.
